Why it matters
It asks whether the security budget is proportionate: how much the network pays to protect each dollar it settles.
How it is built
Miner revenue divided by change-adjusted transaction volume, both in USD. It inherits the change heuristic's uncertainty, and the subsidy dominates the numerator, so read the trend rather than any single day's level.
What to watch
This is the ratio that decides whether the security model scales. A high percentage means the chain is expensive relative to what it moves; a falling percentage means settlement is growing faster than the cost of protecting it. Sustained rises without a matching rise in transferred value are the quiet warning that security is being funded by issuance rather than by use.
